A major expansion of alternative energy

A major expansion of alternative energy use in urban and rural areas of the Marshall Islands has received the green light from the cabinet, according to the general manager of the national utility company.

The cabinet last week endorsed a series of Marshalls Energy Company-proposed alternative energy plans for Majuro and three outer islands, said the utility’s general manager David Paul.

The utility will now move forward with converting the current diesel-powered plants on Wotje, Jaluit and Rongrong islands to “hybrids” that use biofuel, reducing the use of diesel. Paul said the utility will be seeking funding support from the International Renewable Energy Agency.

While in recent years, the Marshall Islands has focused on installation of home and community-facility solar units in remote islands, the utility plans to seek funding for installation of nearly one megawatt of solar equipment to connect to the current power grid to reduce the use of diesel. Paul said the plan to increase Majuro’s reliance on solar to about one megawatt would result in cutting the use of diesel by 100,000 gallons annually. At present prices, that would cut utility costs by more than US$300,000.

A third plan that is now in motion is to set up a revolving fund to support installation of solar systems for households in Majuro, the capital. This would be tied to a package of energy audits of households and improving efficiency of appliances. “The aim is to tailor funding for a two-step process,” said Paul. “The first step is to help people get efficient use of energy for lighting, refrigerators and air conditioners, and once this is optimized provide solar panels that will provide power during the day.” Power-plant-produced electricity would be provided at night and on rainy days.

Paul said the home systems would be designed for dual-sourced power, from solar and the power plant.

“The people will win,” he said, adding they will lower the cost of power both by using energy-efficient appliances and by using solar-produced energy — and these savings will support paying off loans for equipment.

Corning Inc, the world’s top LCD glass supplier, yesterday forecast its flexible Willow Glass would feature in touch sensors, solar and lighting products next year.

Though some analysts blamed expensive touch modules for the lower-than-expected penetration rate of touch-enabled laptops, Hollis said that from the touch module’s standpoint, Corning did not bring a large incremental factor to the cost of the functionality.

He said Corning’s glass only accounted for 2 percent of touch-enabled notebooks’ selling price.

Hollis was optimistic about the demand for Gorilla Glass NBT as the company’s research unit forecast that unit shipments of touch-enabled devices including PCs, smartphones and tablets would triple in 2016.

MANUCLOUD Brings Solar Cell

Global demand for renewable energy sources has created a burgeoning manufacturing sector for bespoke light-emitting diodes and solar cells. Europe needs to capitalise on this transition from mass production to more personalised, customer-oriented and eco-efficient manufacturing if it is to remain a leader in this field.

The EU-funded Distributed Cloud product specification and supply chain manufacturing execution infrastructure (MANUCLOUD) project, which was completed in July 2013, sought to boost European competitiveness by establishing a functioning online marketplace that would benefit manufacturers, suppliers, and customers. The project involved industrial partners from the organic photovoltaic, organic lighting and automotive supply industries, and aimed to integrate the whole supply chain.

The project, which began in 2010, began by assessing the requirements for establishing a functioning marketplace. It then developed cloud-enabled infrastructure capable of supporting on-demand manufacturing. Cloud computing is a concept which describes the practice of using a network of remote servers hosted on the Internet to store, manage, and process data, rather than a local server.

MANUCLOUD connects all interested stakeholders together, providing open access to a global network of suppliers and customers. Through logging onto a web-based platform, entrepreneurs will be able to search for potential suppliers and negotiate contracts. They will then be able to create a customer website and release their new product.

In addition, customers will be able to use the platform to customise products to suit their requirements. Through the MANUCLOUD marketplace, product configurations will be sent to suppliers, the parts manufactured and the finished product assembled and delivered to the customer. A public demonstrator is now available for testing on request.

Two innovative technologies were selected to demonstrate the MANUCLOUD concept. These were organic photovoltaic (OPV) and organic LED (OLED) technologies. Each of these is driven by specific market needs, though both markets are currently at an early stage.

The potential of these two technologies however is huge, and has barely been tapped. Numerous new applications--with a substantial share being customised solutions--are expected to hit the market in the next few years. Shipments of LED light bulbs by Taiwanese makers will increase in 2013 amid growing popularity, according to a local market research company.

Taiwan-made LED light bulb shipments are expected to increase 20 percent from the 1.34 million units recorded in 2012, to 1.60 million this year, LEDinside said in a recent research note.

The note follows an earlier report that said Taiwan's listed LED companies had combined sales of NT$10.95 billion (US$365 million) in July, up 4.24 percent from the previous month and 24.9 percent from a year earlier.

As demand in the LED backlight market slides and LED lighting applications matures, Taiwanese LED manufacturers are increasing the proportion of their lighting products, mainly through adding orders from international makers or shipping to European and U.S. distributors to make up for the shortfall in capacity utilization, the report said.

Taxes are higher in Texas. Oops

A couple of weeks before Gov. Jay Nixon vetoed House Bill 253, the dangerous bill that would give wealthy Missourians a tax cut while starving education and other important state services from state funds, Donald Hall, the chief executive officer of Hallmark Cards Inc., wrote Mr. Nixon a letter.

“Missouri already has a very competitive tax and regulatory environment. Further cuts are not advisable, particularly in light of the state’s inability to adequately fund basic operating needs and services,” Mr. Hall wrote in the May 21 letter on behalf of the Kansas City Civic Council, a group of business leaders that is comparable to Civic Progress in St. Louis. Except maybe more enlightened.

Mr. Hall and his fellow Kansas City business leaders were asking Mr. Nixon to veto the bill that lawmakers said was devised specifically to help Missouri compete with Kansas.

Mr. Nixon smartly took Mr. Hall’s advice.

He vetoed the bill and embarked on a summer-long tour whipping up support to make sure that the Missouri Legislature doesn’t override the veto.

We mention Mr. Hall specifically because Mr. Nixon needs to call him up and ask for a top-of-the-line Hallmark thank-you card to send to Texas Gov. Rick Perry.I'm not sure how led downlight fit into that equation if they are left on.

If there were ever a doubt that Mr. Nixon had won the battle to make sure HB 253 doesn’t become law, Mr. Perry cinched it for him last week with the help of the very people trying to whip up enough votes to override the veto.

Here’s what happened:

The mislabled “Grow Missouri” coalition of wealthy business interests fighting for their very selective tax cut (St. Louis retired investor Rex Sinquefield, the Missouri Chamber of Commerce and the Associated Industries of Missouri), invited Mr. Perry to be the keynote speaker at a luncheon.

Mr. Perry likes to brag about his state’s lack of an income tax. Never mind that he had nothing to do with it, and that the state’s wealth of oil and gas reserves make such a tax unnecessary. Mr. Perry also likes to use his visits to other states to promote his own political interests. So, using money raised from corporate donors, he placed misleading radio ads in Missouri criticizing Mr. Nixon for vetoing House Bill 253. In the same ads, he asked Missouri businesses to come to Texas.

So here are the folks claiming they want to “grow” Missouri courting a job-poaching governor whose goal is to do what he can to make Missouri’s economy worse. Perfect.

Missourians don’t unite behind many things these days, but we don’t take too kindly to strangers not respecting our borders.

Radio station KTRS refused to run Mr. Perry’s ads, choosing to stand up for Missouri’s businesses. Mr. Nixon pointed out that outside of the income tax, Texas has much higher tax burdens than Missouri in virtually every other category,How does a solar charger work and where would you use a solar charger? including corporate taxes.

And local chambers of commerce (absent the St. Louis Regional Chamber, unfortunately) started revolting on their statewide master, standing with school districts not wanting to go the way of Texas, where Mr. Perry recently led a charge to cut their funding.

Mr. Nixon was probably going to win the tax-cut veto override battle anyway.

But Mr. Perry and his political enablers have ensured it.

The challenge now is for Missouri lawmakers to ask themselves a serious question: Do they really want to be like Texas?

Based on tax numbers alone, the answer should be no.

The conservative Tax Foundation reports that in 2012, for instance, “tax freedom day” — the annual date that marks when you’ve worked long enough to pay all your taxes — came four days earlier in Missouri than in Texas. The same Tax Foundation reports that Missouri’s corporate taxes are eighth lowest in the nation. Texas comes in at 38th.

In terms of total state tax revenue per capita, Missouri has the 46th-lowest burden in the nation, three places better than Texas.

This is the real tax story in Missouri.

In February 2011,We have a great selection of blown glass backyard solar landscape lights and solar garden light. the Public Policy Research Center at the University of Missouri-St. Louis published a paper examining Missouri’s historic tax burdens from 1970 to 2006, more than three decades’ worth of data. The state’s combined rank in terms of total state and local tax burden? A pitiful 47th. The story is the same over and over again no matter how you slice the numbers: Missouri is a low-tax, low-service state.

Missouri’s problem isn’t that it taxes too much, it’s that relative to nearly every other state in the nation, we don’t invest nearly enough in schools, in transit, in our future.

If the Grow Missouri folks really want Missouri to continue down the same dead-end path it’s followed for the past four decades, we suggest they join Mr. Perry on his return trip to Texas.

Just hold on to your wallets. Your taxes will be higher than you think.

Researchers create wallpaper

Electronics are getting smaller and smaller, but not at Princeton University. Researchers there are working on sheets of plastic that contain huge, embedded radios based on technology developed in the 1920s.

The plastic sheets are as thin as paper and flexible, which means they can be applied to walls or uneven surfaces. They can also be painted over and be energy-independent by utilizing built-in solar cells. They are capable of taking in environmental data and wireless communication.

“We originally built this for energy management in a smart building,” electrical engineering assistant professor Naveen Verma said in a release. “Temperature sensors and occupancy sensors communicate with a central management system using distributed radio arrays that are patterned on wallpaper.”

Due to complications associated with working with plastic, the researchers had to use low-quality transistors that slowed the speed at which electricity moved through the electronics. They incorporated radio technology developed in the 1920s that allows electricity to bypass the transistors, improving the speed. The 1920s era electronics are very large, especially when flattened and spread out, but that isn’t a big deal when you’re working on the scale of a wall instead of a tiny computer chip.

The researchers are now working to adapt the technology to large structures like bridges and buildings.A solar lantern uses this sunlight that is abundantly available to charge its batteries through a Solar Panel and gives light in nighttime.

“The problem is that many failures develop over large areas and you cannot detect that at an early stage,” civil and environmental engineering assistant professor Branko Gli?ic said in the release. ”In this large area of structure, which is really huge, the problem can start at virtually any point, and if you don’t have sensors at that point, you are not likely to find the problem before the damage becomes substantial.”

They expect to have a prototype next month, but will need several more years to develop it into a finalized product.

Solar Hydrogen Technology

HyperSolar, which develops of a new technology to produce renewable hydrogen using sunlight and any source of water, has announced that its artificial photosynthesis technology is now capable of producing 1.0 volt open circuit voltage for use in direct solar hydrogen production. This achievement represents a voltage increase over the previous 0.2 volt just 8 months ago, and 0.75 volt just 3 months ago.

The theoretical voltage for splitting water into hydrogen and oxygen is 1.23 volts, and approximately 1.5 volts in real-world systems. But so far achieving 1.5 volts using inexpensive solar cells has eluded the world. For example, silicon solar cells are the most inexpensive and abundant, but their 0.7 volt is not enough to split water. Commercially available high voltage solar cells are unfortunately too expensive for use in hydrogen production.

HyperSolar’s research is centered on developing a low-cost and submersible hydrogen production particle that can split water molecules under the sun, emulating the core functions of photosynthesis. Each particle is a complete hydrogen generator that contains a novel high voltage solar cell bonded to chemical catalysts by a proprietary encapsulation coating. While 1.0 volt may not be commercially viable for water splitting, Hypersolar says it is viable in high value photo-catalysis application in the chemical industry, such as bromine extraction from wastewater.

IQE plc announces that its high-volume, production qualified material has been independently certified as achieving 44.1% cell efficiency by the National Renewable Energy Laboratory (NREL), surpassing Solar Junctions previous World Record for a standard triple junction CPV cell.

The wafers, produced using IQE's high-volume MBE tools, were processed by IQE's strategic partner Solar Junction Corporation ("Solar Junction"), a developer of high efficiency multi-junction solar energy cells for the concentrated photovoltaic (CPV) market. The standard three-junction solar cells are believed to set a new world record for production scale CPV wafer technology and demonstrate improved efficiency over Solar Junction's previous World Record reported in October 2012.

The Los Angeles State Historic Park

The Los Angeles State Historic Park was a whirlwind of cigarette smoke, heavy bass, fat beats, and electrifying energy on Aug. 3 and 4. Set in the heart of Chinatown, L.A. State Historic Park was home to HARD Summer Music Festival 2013, headlining artists such as Knife Party, Duck Sauce, Dog Blood, Justice, Bassnectar, and Empire of the Sun. With the L.A. skyline setting the city vibes, this electronic event proved that the bass will only get deeper, disco is not dead (and it is bringing funk back with it), the words hip-hop and EDM are synonymous, and that the traffic was well worth the drive.

This year, HARD Summer’s lineup was double the size of last year’s, starting at 12:30 p.m. and ending at midnight. Temperatures were in the mid 70s at daytime and the low 60s at night, allowing festival-goers in various attire reasonable comfort. Although the festival did not officially allow fur boots or candy bracelets, girls clad in booty shorts, pasties, bras, glitter, and fur boots could be spotted next to bros in tanks (or perhaps going shirtless), flip flops, and multi-colored plastic wayfarers. However, this typical rave style was minimal and many others sported the latest urban street wear, consisting of tailored shorts and pants, boots, kicks, dress shoes, flannels, dresses, gold chains, and, for some men, groovy facial hair. Thankfully, only a few could be spotted with feather headdresses and flower headbands.

The festival housed four stages that each gave off certain vibes depending on the line-up: HARD, HARDer, Summer, and Underground. The main stage, HARD Stage, was the destination of headlining artists and usually consisted of more visually stimulating props and performances because it had the largest LED screens and more stage space, allowing artists such as Duck Sauce, Empire of the Sun, and Bassnectar to further enhance the audience’s senses. HARDer Stage was what the name entailed — harder — but not hardstyle itself. This stage provided audiences bass heavy and high energy beats from artists such as RL Grime, Flying Lotus, Dillon Francis, and Flosstradamus. Summer Stage was like a getaway, where those looking for experimental, diverse, or peculiar sounds could wander off to. Even the layout entailed a journey to another part of the festival, as festival-goers would walk over a slight hill toward the city skyline to reach this stage. Artists such as Keys N’ Krates, Brodinski, Breakbot, and Justice (DJ set) performed here.A solar bulb that charges up during the day and lights the night when the sun sets. Lastly, the Underground Stage was the only tented stage and had an amazing sound system, allowing artists like Disclosure,It is also known as led dimmable driver, LED daytime running lamps. Breach, Oliver, and Claude Vonstroke an umbrella to reverberate their funky, deep house bass and flashing lights.

Even with Bondax and Azealia Banks cancelling their performances at HARD Summer, the talent from both emerging and established artists fulfilled the cravings of bass, hip-hop, rap, nu-disco, experimental, synth-pop, house, and electro heads alike. From live sets to DJ sets, and everything outside the box, HARD Summer proved that “EDM” is an overused blanket term for a large array of electronic styles. Keep your ears open for the following artists as they have demonstrated why they are, or will be, shaping the forefront of electronic music.

DAY 1:XXYYXX, Keys N’ Krates, RL Grime, Duke Dumont, Disclosure, Dog Blood, Duck Sauce, Oliver, and Knife Party

My day started late, as I had underestimated how congested the freeway and chaotic the parking would be. I arrived at the festival grounds too late to catch the Canadian DJ and producer Ryan Hemsworth’s electronic, abstract hip-hop set, but I did arrive in time for XXYYXX. Seventeen-year-old Marcel Everett set the mood of the Underground Stage with his chill, ambient beats. Marcel played his classic hits from the self-titled album XXYYXX, including “Closer,” “Set It Off,” and “Love Isn’t Made.” Marcel also infused his down-tempo beats and sounds with other works, like Rihanna’s “Cake,” to which the crowd delightfully licked the icing off.

Although I did not see two sets that I had anticipated, XXYYXX got the ball rolling, and I made my way to watch the trap trio Keys N’ Krates. As I passed HARDer Stage towards Summer, Just Blaze blasted his version of Major Lazer’s “Original Don,” followed by Bingo Player’s “When I Dip.”

Summer Stage felt like a small hip-hop show infused with an electro-house party as the live remix band, Keys N’ Krates, showcased their unique approach to electronic music. Hailing from Ontario, Canada, Keys N’ Krates includes Jr. Flo on turntables, David Matisse on the synthesizer, and Adam Tune on the 808 drum machine. Layering samples with tunes of their own to create clean blends and sharp melodies, the band played originals like “Treat Me Right” and a variety of hip-hop remixes, including Jay-Z’s “I’m A Hustler Baby” and “Dirt Off Your Shoulder.” The three instruments purred as Jr. Flo scratched to Adam’s meticulous drum beats and David pumped the crowd up from his synthesizer, saying, “Who here loves hip-hop?” The crowd bopped their lifted hands to the beat, to which David responded, “Keep those hands up. Here we go!” With build ups and drops created right on stage, Keys N’ Krates reminded the electronic scene that live, hands-on instrumentation and remixing can not only mimic computer programs but also outshine them.

From this show, I made my way to the Soundcloud famous trap/house artist RL Grime. RL Grime is a side project of Henry Steinway, who produces and DJs under the name Clockwork. RL Grime provided the trap heavy elements festival-goers could get crunk to with his originals “Trap On Acid,” “Flood,” and songs from his new EP, “High Beams.” He sampled Flosstradamus’ “Crowd Control,An emergency light is a battery-backed lighting device that comes on automatically when a building experiences a power outage.” Kanye West’s “Clique,” DJ Snake’s “Bird Machine,” Notorious BIG’s “Suicidal Thoughts,” and Cashmere Cat’s edit of “Do You Like…” by Miguel. Doping Improves Thin Film

Flexible thin film solar cells that can be produced by roll-to-roll manufacturing are a highly promising route to cheap solar electricity. Now scientists from Empa, the Swiss Federal Laboratories for Materials Science and Technology, have made significant progress in paving the way for the industrialization of flexible, light-weight and low-cost cadmium telluride (CdTe) solar cells on metal foils. They succeeded in increasing their efficiency from below eight to 11.5 percent by doping the cells with copper, as they report in the current issue of Nature Communications.

In order to make solar energy widely affordable scientists and engineers all over the world are looking for low-cost production technologies. Flexible thin film solar cells have a huge potential in this regard because they require only a minimum amount of materials and can be manufactured in large quantities by roll-to-roll processing. One such technology relies on CdTe to convert sunlight into electricity. With a current market share that is second only to silicon-based solar cells CdTe cells already today are cheapest in terms of production costs.It is also known as led dimmable driver, LED daytime running lamps. Grown mainly on rigid glass plates, these so-called superstrate cells have, however, one drawback: they require a transparent supporting material that lets sunlight pass through to reach the light-harvesting CdTe layer, thus limiting the choice of carriers to transparent materials.

The inversion of the solar cell’s multi-layer structure – the so-called substrate configuration – would allow further cost-cuttings by using flexible foils made of, say, metal as supporting material. Sunlight now enters the cell from the other side, without having to pass through the supporting substrate. The problem, though, is that CdTe cells in substrate configuration on metal foil thus far exhibited infamously low efficiencies well below eight percent – a modest comparison to the recently reported record efficiency of 19.6 percent for a lab-scale superstrate CdTe cell on glass. (Commercially available CdTe superstrate modules reach efficiencies of between 11 and 12 percent.)

Copper doping for solar cells

One way to increase the low energy conversion efficiency of substrate CdTe cells is p-type doping of the semiconductor layer with minute amounts of metals such as copper (Cu). This would lead to an increase in the density of “holes” (positive charge carriers) as well as their lifetimes, and thus result in a high photovoltaic power, the amount of sunlight that is turned into electrical energy. A perfect idea – if CdTe weren’t so notoriously hard to dope. “People have tried to dope CdTe cells in substrate configuration before but failed time and again,” explains Ayodhya Nath Tiwari, head of Empa’s laboratory for Thin Films and Photovoltaics.

His team decided to try nonetheless using high-vacuum Cu evaporation onto the CdTe layer with a subsequent heat treatment to allow the Cu atoms to penetrate into the CdTe. They soon realized that the amount of Cu had to be painstakingly controlled: if they used too little, the efficiency wouldn’t improve much; the very same happened if they “over-doped.An emergency light is a battery-backed lighting device that comes on automatically when a building experiences a power outage.”

The electronic properties improved significantly, however, when Lukas Kranz, a PhD student in Tiwari’s lab, together with Christina Gretener and Julian Perrenoud fine-tuned the amount of Cu evaporation so that a mono-atomic layer of Cu would be deposited on the CdTe. “Efficiencies increased dramatically, from just under one percent to above 12,” says Kranz. Their best value was 13.6 percent for a CdTe cell grown on glass; on metal foils Tiwari’s team reached efficiencies up to 11.5 percent.

Increasingly ambitious targets: hitting the 20 percent ceiling

For now, the highest efficiencies of flexible CdTe solar cells on metal foil are still somewhat lower than those of flexible solar cells in superstrate configuration on a special (and expensive) transparent polyimide foil, developed by Tiwari’s team in 2011. But, says co-author Stephan Buecheler, a group leader in the lab, “Our results indicate that the substrate configuration technology has a great potential for improving the efficiency even further in the future.” Their short-term goal is to reach 15 percent. “But I’m convinced that the material has the potential for efficiencies exceeding 20 percent.” The next steps will focus on decreasing the thickness of the so-called window layer above the CdTe, including the electrical front contact. They are ultra green too as the 1.0 litre has CO2 emissions of just 92g/km while the bigger 1.2 litre has a count of 100g/km – meaning the third lowest road tax of $180.We tested the bigger engine with the peppy 80bhp powerplant which proved perfect for a mix of motorway and city driving.The engine is naturally high revving and at first sounds a little gruff but soon settles down as you familiarise yourself.

In fact, as the week-long test wore on one became mesmerised with the colour coded eco read out flashing beside the speedo.Setting a challenge to stay in the green a slight lift on the accelerator made all difference – especially when the reserve fuel light came on.We averaged 52mpg, clocking up 450kms on a 35 litre tank which in any man's currency is mega.With figures like that, I think that gamble has well and truly paid off.

All in all the new Space Star is an excellent all-rounder and ticking all the right boxes especially for beginners, empty nesters and city dwellers.The only fault I could find was the location of the phone controls which were below the steering to the right instead of on the steering wheel which was filled with a blank panel.Still though, an awkwardly fitted Bluetooth is better than none.Another huge bonus is the unrivalled 8-year/150,000km warranty which comes with the car not the owner.I'm not sure how led downlight fit into that equation if they are left on. Palestinian joy over inmate release

BRUKIN, West Bank Mustafa al-Haj expected to die in an Israeli prison for killing an American-born settler hiking in the West Bank in 1989. Now lights decorate his home to celebrate the planned release of the 45-year-old and more than 100 other Palestinian convicts in a deal that revived Mideast peace talks.

While the Palestinians are joyful, the decision to free the inmates has stirred anger in Israel where victims' families say it is an insult to their loved ones.

Israel published the names of 26 men, including al-Haj, to be freed before the first round of talks Wednesday. In all, 104 prisoners have been slated for release in four tranches over a period of nine months that the U.S. has set aside for negotiations. But their freedom is contingent on progress in the talks.

The Israelis have granted early release to Palestinian prisoners in the past, including in swaps. The upcoming round, however, has sparked particularly high-pitched debate because it was linked to resuming talks and many of those to be freed were involved in deadly attacks.

Gila Molcho said the release of one of three men involved in the stabbing death of her brother in 1993 was opening old wounds. Her brother, Ian Feinberg, was killed in the European aid office in Gaza City where he was working as a lawyer.

In Washington, State Department spokesman Marie Harf praised Israel's decision to release prisoners as a "positive step." She said the Obama administration also raised serious concerns about the latest settlement plans with the Israeli government.

Abbas had insisted on a construction freeze in settlements, deemed illegal by most of the international community, before going back to negotiations. However, U.S. mediators failed to get Israeli Prime Minister Benjamin Netanyahu to comply and Abbas relented.

As compensation, U.S. Secretary of State John Kerry brokered the prisoner release and, according to Abbas aides, assured the Palestinians that the U.S. views Israel's pre-1967 lines as a starting point for border talks, even if Netanyahu does not.

Kerry said Monday in Bogota that he didn't think the settlements issue would create a large bump in the road to the talks, which are set to resume on Wednesday.

"As the world, I hope knows, the U.S. views the settlements as illegitimate and we have communicated that policy very clearly to Israel," he said.

"I think that what this underscores, actually, is the importance of getting to the table and getting to the table quickly and resolving the questions with respect to settlements, which are best resolved by solving the problems of security and borders. Once you have security and borders solved, you have resolved the question of settlements."

Abbas is returning to talks amid widespread skepticism among Palestinians, but the prisoner release — an emotional consensus issue — could make up for that.

Tens of thousands of Palestinians have spent time in Israeli prisons since 1967, on charges ranging from throwing stones and membership in outlawed organizations to involvement in attacks. Palestinians tend to view prisoners as heroes, regardless of their acts, arguing they made personal sacrifices in the struggle for independence.

In Israel, many consider those involved in the killings as terrorists, and some of the attacks are engraved in the nation's collective memory.

This includes the death of Amnon Pomerantz, a 46-year-old Israeli reserve sergeant who in 1990 made a wrong turn and ended up driving into Gaza's Bureij refugee camp with his car marked by yellow Israeli license plates.

Pomerantz was stoned and tried to drive away in a panic, but his car rammed into a donkey cart and injured two youngsters. This was followed by another barrage of stones and gasoline-soaked rags that set his car on fire. Pomerantz burned to death.There are all kinds of car daytime running lights with good quality.

Another victim is Isaac Rotenberg, who survived the Nazi death camp of Sobibor, fought alongside partisans and made it to Israel after World War II. In 1994, at age 69, the contractor was killed with an ax from behind while at a construction site, his son Pini said, adding he finds it difficult to fathom that one of his father's killers is going free.

Perseid meteor shower

My last committed attempt to observe the Perseid meteor shower, which star-gazers across the world are enjoying, was back in 2010. I was house-sitting in Spain at the time; my uncle in law used to live on the edge of a tiny village in the Spanish mountains. The village is several hundred metres above sea level, with hardly any street lighting and the most incredibly dark and clear skies – the kind you don't get in the UK outside of a national park.

I'd been there for about two weeks, and every day and night had been completely cloudless, with not even a hint of moisture in the air. Then, on the evening the Perseids were due to peak, everything changed. At dusk, a dense blanket of cloud started to roll across the mountains with a solemn inevitability. By 9pm, I might as well have been staring at a blank cinema screen. I think I manage to see one meteor before the last chink of starlight was extinguished.

The moral, of course, is that astronomy is a cruel and capricious mistress – something star-gazers have known for a very long time. Yet we keep going back. There's something very compelling about staring at the night sky. I'd say that it's innate to us. For most of human history, there can't have been a great deal to do at night. It's no great surprise that our ancestors spent a lot of time looking to the heavens, finding patterns and charting the movement of the planets.

They also weaved their stories into the night sky. As annual reports on the Perseids often fail to explain, the name of this meteor shower is derived from the constellation of Perseus, which is the point in the sky from which the meteors appear to come. Perseus, as you may know, was the slayer of the Gorgon Medusa and rescuer of Andromeda (whose constellation is home to our most famous galactic neighbour).Are you still hesitating about where to buy hid kits? The ancient Greeks saw the great myths of their civilisation written in the stars.

Today, I think we can all agree that we're infinitely smarter than the ancient Greeks. Most 10 year-olds understand that stars are just large nuclear furnaces converting hydrogen into helium, and that the patterns of the constellations are nothing more than tricks of our Earthbound perspective.

Yet our sense of wonder remains curiously undiminished. There's still something almost primordial in the pleasure we can derive from the simple act of looking up at the universe. And arguably, although our understanding of what's going on up there has been transformed, one aspect of our pleasure is not dissimilar from that of our ancestors. Gazing at the night sky still brings a sense of both awe and connectedness: awe because of the sheer, mind-boggling scope of the universe, and connectedness because of the nightly interaction between our planet and the wider cosmos.

This last point may explain, in particular, the enduring fascination with meteor showers in the modern age. Not only are they inherently spectacular the Perseid shower can produce a couple of shooting stars every minute at its peak – but they also remind us of the cyclical journey of our planet through the solar system.

Every year at around this time, the Earth's orbit crosses through a stream of comet debris, and for a few hours, this causes the night sky to light up with fireworks. This is one instance, I think, in which knowing the science behind what's going on up there actually helps to enhance our natural sense of wonder. It takes us beyond our Earthbound perspective in a way that would not have been possible a few centuries ago.

Under the expanded Clean Energy Communities program

Westport, CT - The Town of Westport has signed a pledge recommitting to the Clean Energy Communities program, an Energize Connecticut initiative that incentivizes Connecticut cities and towns to improve energy efficiency and promote the use of clean and renewable energy. The town joins more than 60 other Connecticut municipalities that have already taken the pledge.

“The Clean Energy Communities program provides an incentive for the town of Westport, our residents and businesses to further embrace energy efficiency and renewable energy technologies,” said Westport First Selectman Gordon F. Joseloff. “By participating in these programs, residents and businesses can lower their energy costs through reducing their energy consumption, and the more that residents and businesses participate, the more they help the town overall in Clean Energy Communities.”

Westport has already earned its first “Bright Idea Grant,” which is achieved when a community earns 100 points through participation in energy efficiency programs. The grant will be used for a community-selected energy-saving project. Similarly, for every 100 points earned through participation in renewable initiatives, Westport can earn a renewable energy system equivalent to a 1 kilowatt solar photovoltaic system. The town previously earned a 7 kW solar PV system through the program that was installed at Staples High School.

Westport is partnering with CL&P-authorized energy specialists, New Energy Smart Energy and New England Conservation Services,A solar bulb that charges up during the day and lights the night when the sun sets. to launch a town-wide HES promotion, called “Stay Cool Westport.” HES is a convenient home energy improvement service provided by CL&P, UI and the natural gas companies designed to help people save money on their monthly energy bills.We have a great selection of blown glass backyard solar landscape lights and solar garden light. For those who sign up, the specialists will come to your home or apartment and install energy-efficient products and perform weatherization services. Services include locating and professionally sealing critical air leaks, replacing incandescent lights with energy-saving bulbs and insulating hot water pipes.

While these services are valued at an average of $1,000, the cost for the HES service is only $75 for homes heating with electricity or natural gas, $99 for homes heated with fuel oil and propane, and is free for those who meet income eligibility guidelines. For every Westport resident that completes a HES assessment before August 31, 2013, the entire $75 or $99 co-pay will be donated by New England Smart Energy or New England Conservation Services to the “Westport Warm-Up Fund,” which provides heating assistance to Westport residents in need.

Commercial Parking Garages From Metro

The DesignLights Consortium (DLC) has rigorous requirements for LED fixtures to be on the Qualified Products List. The GL-40SV Parking Garage Light has met and exceeded these stringent requirements. The benefit from this DLC testing, to the parking facility owner is that the GL-40SV has been certified by independent testing lab. Utilities require LED lighting to be DLC listed for the various rebate programs and the GL-40SV LED Garage Light now qualifies for these rebates.

Typical LED garage lights commonly have undesirable glare. The GL-40SV is engineered with high efficiency lighting class LED, recessed into the fixture to reduce glare, as well as being angled to focus the light onto the drive aisles and parking spaces where it is most needed, and driver's eyes. The 4,500 lumen, LED fixture at 55 watts, provides uniform lighting over large areas. In typical garage lighting designs, this LED fixture will lower contrast ratios (shadowing), and provide effective lighting, upgrading the quality of lighting in the parking garage.

2014 Subaru WRX

Subaru announced pricing this week on a couple new models, namely the 2014 Subaru WRX and WRX STI, both of which are a bit more expensive than their predecessors. According to the Japanese carmaker, both cars will cost $225 more than the 2013 models, as Subaru has upticked the entire lineup’s MSRP by $200, and increased the destination charge from $770 to $795. As such, the WRX in base form would cost $26,790 in either sedan or hatchback form, the WRX STI sedan will have a base price of $35,290, while the WRX STI hatchback will be offered at $37,290 and up.

The WRX, following the price hike, is still a bit more expensive than similar vehicles like the 2014 Ford Focus ST ($24,910, with 252-horsepower engine) and the 2013 Volkswagen GTI ($24,995, with 200-horsepower engine), but the perks are a more powerful engine (2.5-liter turbo four with 265 horses) and all-wheel drive standard. The turbo four engine is partnered with a five-speed manual transmission, which should promise some added pep on the drag strip. The base WR comes with standard features such as automatic climate control, Bluetooth streaming audio support and 17-inch alloy wheels. The top-shelf 2014 Subaru WRX Limited costs $30,290, and features HID headlights, leather seats, and an optional navigational package for $1,100.

The 2014 Subaru WRX STI is the car you want if you need more power out of the 2.5-liter turbo four – that’s 305 horses and 290 lb/ft. torque – and that engine is mated to a six-speed manual transmission. Both sedan and hatch feature HID headlights, heated front seats and side mirrors as standard, and the hatch offers fog lights and forged aluminum rims as additional standard features. New Truck Cap

A.R.E. has developed the new Site Commander commercial truck cap. A mansion made for high stakes boating

If the whopping size of this waterfront house doesn't tell you it's unique, open the door on the right of the foyer.

You'll still be in the foyer, but face-to-bow with a red, 50-foot Mystic catamaran — a racing boat said to reach 180 m.p.h. It's slung in a cherry-red hoist, ready to drop in water that laps in the indoor boathouse.

" says Ron Szolack, who owns several boats and races them recreationally in the sport called "poker runs."

"I built the house pretty much around boating," Szolack says. "It's the only one with an indoor boathouse."

Make that boating and entertaining. Indoors and out, the house is built to host large parties, and Szolack has several a year, some for charity — "Fourth of July, Halloween, big boat parties," he says, including poker runs and fun runs on Lake St. Clair.

"Friends come from all over the country," he said. "I usually get about 30 boats."

Besides the indoor berth, he has outdoor docks for eight more. Here, in Lake St. Clair's Black Creek Lagoon, the water is about 10 feet deep, he says, so draft is no problem, even for deep-keeled sailboats.

Between the docks and the house is a wide, party patio around a saltwater pool.

Indoors too, hospitality is the theme. "I wanted to build a big entertaining room," he says. It's about 40 feet long with a long curving sofa down the middle and a step-down full bar at one end.

Thirty people can sit here comfortably, he says. Another 100 could stand. The floor is tigerwood bamboo with blue LED strips that light the ceiling.

The handsome kitchen can feed a crowd. Here the floor of Jerusalem gold limestone blends with light wood cabinets and contrasts with solid black granite on counters, pillars and walls.

The heated, three-car garage has two car lifts, so it's possible to stash five cars.

The special site is what lets Szolack keep his catamaran indoors. In the 1970s, this site held a boat-building business, hence the indoor boathouse. In 2007, Szolack knocked down the old building but kept its foundation, including the indoor dock, as the base for this new house.

The main floor is a complete home, but there's a partial upper level, too. It's a full apartment that he uses for guests, but it could be a suite for a nanny or in-laws.

The spectacular house has been featured in magazines like Performance Boats. Will he miss it?

Szolack notes he's a single man with two small dogs, a Maltese and Yorkie. "I've been here exactly seven years. I'm just ready to downsize a bit."

Refreshed 2014 Volvo S60

The refreshed 2014 Volvo S60 sedan starts at $33,415 in front-drive form, with a 250-hp turbocharged 2.5-liter I-5 engine and a six-speed automatic. All-wheel drive is a $2000 option on the T5 model, which comes standard with 17-inch alloy wheels, Bluetooth, a power driver’s seat, 60/40 split folding rear seat, T-Tec seating surfaces, rain-sensing windshield wipers, polished exhaust pipes, and power-folding rear-seat headrests.

For $2500, the 2014 Volvo S60 Premier adds a customizable digital display, a moonroof, leather seats, hands-free keyless entry, a power passenger seat, and an auto-dimming rearview mirror. The S60 T5 Premier Plus is $650 more, and includes a Homelink remote garage door opener, a compass in the rearview mirror, quick-folding front passenger seat, and rearview camera. At the top of the 2014 S60 T5 lineup is the $39,165 Platinum model, up $300 from last year. Above the other trims, the T5 Platinum gets you a navigation system with real-time traffic updates, an upgraded sound system, auto-dimming side-view mirrors that are power-retractable, and ambient LED interior lighting.

HID headlights, previously standard on the T5 Premier Plus trim,

are now an $800 option on all trims. Heated front seats are part of a package that also adds heated rear seats and a heated steering wheel, but can be ordered separately for $500 on all trims. A $1500 Technology package includes Volvo’s new pedestrian- and cyclist-detecting system, a collison warning system that can apply the brakes, adaptive cruise control with Queue Assist, a lane departure warning system, and a Road Sign Information system. Another $900 package includes a blind spot warning system with cross traffic alerts, Lane Change Merge Aid, as well as front and rear parking sensors. The $1200 Sport package is available on all T5s except the base model, with upsized 18-inch wheels, a retuned suspension, sport seats, and new-for-2014 paddle shifters.

When 250 hp isn’t enough, the 2014 Volvo S60 T6 is equipped with standard all-wheel drive and a 300-hp turbocharged 3.0-liter I-6. The base-model 2014 S60 T6 AWD comes with 18-inch wheels, paddle shifters, sport seats, the customizable digital display, leather seats, a moonroof, power front seats, a seven-inch center stack display, and a stability control system with a sport mode. The base-model S60 T6 AWD actually sees a price decrease of $1400 to $40,165. The T5′s packages remain available on the S60 T6 AWD, with the addition of available $1250 19-inch wheels.

Interestingly, the 2014 Volvo S60 T6 R-Design also gets price cuts. The $43,615 R-Design model, which has 325 hp and 354 lb-ft of torque, is upgraded with a sportier suspension tuning, lots of R-Design exterior design cues, 3.5-inch exhaust pipes, special R-Design-embossed leather, R-Design graphics in the digital instrument cluster, with R-Design pedals and steering wheel.

At the very top of the 2014 Volvo S60 lineup is the R-Design Platinum model ($46,615), with a navigation system, rearview camera, upgraded sound system, and power-retractable auto-dimming side-view mirrors. Add the Climate, Technology, and Blind Spot Information System packages plus a $550 metallic color and the $1800 dual-screen rear-seat entertainment system, and it’s easy to crest $50,000.
